⥃Judgment on Moab [ Isaiah 15:1–9 ]
[1] Against Moab2 thus saith the Lord of hosts, the God of Israel; Woe unto Nebo3! for it is spoiled: Kiriathaim is confounded [and] taken: Misgab4 is confounded and dismayed.5 [2] [There shall be] no more6 praise of Moab: in Heshbon7 they have devised evil against it; come8, and let us cut it off from [being] a nation. Also thou shalt9 be cut down10, O Madmen; the sword shall pursue thee11. [3] A voice12 of crying [shall be] from Horonaim13, spoiling and great destruction. [4] Moab14 is destroyed; her15 little ones have caused a cry to be heard. [5] For in the going up of Luhith16 continual weeping17 shall go up; for in the going down of Horonaim the enemies have heard a cry of destruction. [6] Flee18, save your lives, and be like19 the heath20 in the wilderness.
[7] [¶]For because21 thou hast trusted in thy works and in thy treasures, thou shalt also be taken: and Chemosh22 shall go forth into captivity [with] his priests23 and his princes together. [8] And the spoiler24 shall come upon every city, and no25 city shall escape: the valley also shall perish, and the plain shall be destroyed, as the Lord hath spoken. [9] Give wings26 unto Moab, that it may flee and get away: for the cities27 thereof shall be desolate, without any to dwell therein. [10] Cursed28 [be] he that doeth the work of the Lord deceitfully29, and cursed [be] he that keepeth back his sword from blood.
[11] [¶]Moab hath been30 at ease from his youth, and he hath31 settled on his lees, and hath not been emptied32 from vessel to vessel, neither hath he gone into captivity: therefore his taste remained33 in him, and his scent is not changed. [12] Therefore, behold, the days come, saith the Lord, that I will send unto him wanderers34, that shall cause him to wander, and shall empty35 his vessels, and break their bottles. [13] And Moab shall be ashamed36 of Chemosh, as the37 house of Israel was ashamed of Beth–el their confidence.
[14] How38 say ye, We39 [are] mighty and strong men for the war? [15] Moab is spoiled40, and gone up [out of] her cities, and his chosen41 young men are gone42 down to the slaughter, saith43 the King, whose44 name [is] the Lord of hosts. [16] The calamity of Moab [is] near45 to come, and his affliction hasteth fast. [17] All ye that are about him, bemoan46 him; and all ye that know his name, say, How47 is the strong staff broken, [and] the beautiful rod! [18] Thou daughter48 that dost inhabit Dibon49, come down from [thy] glory, and sit50 in thirst; for the spoiler51 of Moab shall come upon thee, [and] he shall destroy thy strong holds. [19] O inhabitant52 of Aroer53, stand by the way, and espy; ask54 him that fleeth, and her that escapeth, [and] say, What is done? [20] Moab is confounded55; for it is broken down: howl and cry; tell ye it in Arnon56, that Moab is spoiled, [21] And judgment is come upon the plain57 country; upon Holon, and upon Jahazah58, and upon Mephaath, [22] And upon Dibon59, and upon Nebo, and upon Beth–diblathaim60, [23] And upon Kiriathaim61, and upon Beth–gamul, and upon Beth–meon62, [24] And upon Kerioth63, and upon Bozrah64, and upon all the cities of the land of Moab, far or near. [25] The horn65 of Moab is cut off, and his66 arm is broken, saith the Lord.
[26] [¶]Make ye him67 drunken: for he68 magnified [himself] against the Lord: Moab also shall wallow69 in his vomit, and he also70 shall be in derision. [27] For was not71 Israel a derision unto thee? was he found72 among thieves? for since thou spakest of him, thou skippedst73 for joy. [28] O ye that dwell in Moab, leave74 the cities, and dwell in the rock, and be like75 the dove [that] maketh her nest in the sides of the hole’s mouth. [29] We have heard76 the pride of Moab, (he is exceeding proud) his loftiness77, and his arrogancy, and his pride, and the haughtiness of his heart. [30] I know78 his wrath, saith the Lord; but [it shall] not [be] so; his lies shall not so effect [it79]. [31] Therefore will I howl80 for Moab, and I will cry out for all Moab; [mine heart] shall mourn for the men of Kir–heres81. [32] O vine82 of Sibmah, I will weep for thee with the weeping of Jazer83: thy plants are gone over the sea, they reach [even] to the sea of Jazer: the spoiler84 is fallen upon thy summer fruits and upon thy vintage. [33] And joy85 and gladness is taken from the plentiful field, and from the land of Moab; and I have caused86 wine to fail from the winepresses: none shall tread with shouting; [their] shouting [shall be] no shouting. [34] From the cry87 of Heshbon [even] unto Elealeh88, [and even] unto Jahaz89, have they uttered their voice, from Zoar90 [even] unto Horonaim, [as] an heifer of91 three years old: for the waters also of Nimrim92 shall be desolate93. [35] Moreover I will cause to cease in Moab, saith the Lord, him that offereth94 in the high places, and him that burneth incense to his gods. [36] Therefore mine heart95 shall sound for Moab like pipes, and mine heart shall sound like pipes for the men of Kir–heres96: because the riches97 [that] he hath gotten are perished. [37] For every head98 [shall be] bald, and every beard clipped99: upon all the hands [shall be] cuttings100, and upon the loins101 sackcloth. [38] [There shall be] lamentation generally upon102 all the housetops of Moab, and in the streets thereof: for I have broken103 Moab like a vessel wherein [is] no pleasure, saith the Lord. [39] They shall howl, [saying], How is it104 broken down! how hath Moab turned the back105 with shame! so shall Moab be a derision106 and a dismaying to all them about him. [40] For thus saith the Lord; Behold, he shall107 fly as an eagle, and shall spread108 his wings over Moab. [41] Kerioth109 is taken, and the strong holds are surprised, and the mighty men’s hearts in Moab at that day shall be as the heart110 of a woman in her pangs. [42] And Moab111 shall be destroyed from112 [being] a people, because he hath magnified113 [himself] against the Lord. [43] Fear, and the pit, and the snare, [shall be] upon thee, O inhabitant of Moab, saith the Lord.114 [44] He that fleeth115 from the fear shall fall into the pit; and he that getteth up out of the pit shall be taken in the snare: for I will bring upon it, [even] upon Moab, the year116 of their visitation, saith the Lord. [45] They that fled stood under the shadow of Heshbon because of the force: but a fire117 shall come forth out of Heshbon, and a flame from the midst of Sihon, and shall devour118 the corner of Moab, and the crown of the head of the tumultuous ones119. [46] Woe120 be unto thee, O Moab! the people121 of Chemosh perisheth: for thy sons are taken captives122, and thy daughters captives.
[47] [¶]Yet will I bring123 again the captivity of Moab in the latter124 days, saith the Lord. Thus far [is] the judgment of Moab.

This prophecy against Moab, as well as the following ones concerning Ammon, Edom, and the neighbouring countries, seem to have been fulfilled during the long siege of Tyre by Nebuchadnezzar. Josephus places these events five years after the destruction of Jerusalem. Num 21:27-30 ↩

Many of the Moabites were afterwards restored to their country by Cyrus, as we learn from Josephus; but they never were restored to their national consequence; and perhaps their restoration in the latter days refers to the conversion of their scattered remnants to the gospel.
