Ecclesiastes 8:11⥂

Because sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil.
_BSB:
When the sentence for a crime is not speedily executed, the hearts of men become fully set on doing evil.

אֲשֶׁר֙ אֵין־ נַעֲשָׂ֣ה פִתְגָ֔ם מַעֲשֵׂ֥ה הָרָעָ֖ה מְהֵרָ֑ה עַל־ כֵּ֡ן מָלֵ֞א לֵ֧ב בְּֽנֵי־ הָאָדָ֛ם בָּהֶ֖ם לַעֲשׂ֥וֹת רָֽע׃
